As of Oct 21, 2026, 473 of 25,100 records labelled Active in the collected files (1.9%) also have a required-bond-not-on-file flag. Motus supplies 389 flagged records among 4,577 Active-labelled records. The remaining 20,523 Active labels are last-known legacy statuses from the file FMCSA says was last refreshed May 14, 2026; their current authority and financial filings are unconfirmed. These file flags do not establish current unlawful operation or a coverage gap.

How we counted
Count source records whose authority field says Active, once per docket, then count their required-filing-not-on-file flags. Motus labels and frozen, last-known legacy labels are reported separately. This does not count independently verified current authorizations or violations; source disagreements and absent filings require official-record checks.
How to reproduce it
Run this SoQL query against FMCSA's Motus carrier file (https://data.transportation.gov/resource/inys-ebih.json, the $query parameter) for the Motus row of the table; the file changes daily. The legacy row needs the legacy L&I carrier file as well; the dataset download carries both statuses and the bond status for every broker.
